Project Overview

The Town of Saugeen Shores is initiating improvements to the intersection of Highway 21 and Bruce Road 13 (Turner Street) in Southampton. This is a critical junction for both local residents and seasonal visitors.

Currently, the intersection features stop signs along the north-south route and dedicated left-turn lanes on Highway 21, which runs east-west with a posted speed limit of 50 km/h. Despite these measures, the intersection has faced ongoing safety and operational challenges, particularly during peak travel seasons.

To address these challenges, the project includes:

  • Construction of a single-lane roundabout to improve safety and reduce congestion.
  • Upgrades to water distribution infrastructure within the work area.

Funding for this initiative has been secured through the Ministry of Transportation’s (MTO) Connecting Link Program.

What to Expect

  • Construction is expected to begin mid-April, weather permitting.
  • Work will generally occur Monday to Friday, from 7:00 a.m. to 7:00 p.m.

Construction Phasing

We recognize this intersection is a vital junction for residents, businesses, visitors, and travelers. Work will be completed in two phases to maintain safety and manage traffic efficiently.

Phase 1 - North Side

  • Excavation
  • Installation of underground services
  • Roadway construction for the north side of the roundabout

Phase 2 - South Side

  • Similar excavation and service installation
  • Completion of the south side of the roundabout and remaining components

This project is planned to proceed in coordination with the Southampton Highway 21 Resurfacing Project to ensure both initiatives complement each other and progress smoothly.

Traffic, Pedestrian Access & Parking

  • North Rankin Street will remain open during Phase 1.
  • During Phase 2, a single-lane closure with a controlled detour will be in place.
  • Emergency detours may be implemented as needed.
  • Pedestrian access will be maintained throughout construction.

Service Interruptions

  • Brief water service interruptions may occur during valve replacements.
  • Residents will be notified in advance of planned outages.
  • In the event of an unplanned break, crews will work to restore service promptly.
