Adelaide Street (Lambert Lane to Huron Street South)
Project Overview
Adelaide Street from Lambert Lane to Huron Street South will require the installation of a new storm system to address existing flooding and drainage challenges in the neighbourhood. Replacement of the watermain and sanitary are also part of this project. This section of Adelaide Street is identified as a Cottage Street in the Cottage Street Study and will be designed as per the Town’s Cottage Street Standards and Guidelines.
Construction Information
Construction Details
This project will consist of the following work:
- The replacement of the gravity sanitary sewer & watermain
- The installation of storm drainage/ infiltration systems
- The replacement of road base & asphalt
Schedule:
The project will begin mid-March and is expected to take approximately four months, weather permitting. Work will generally occur Monday to Friday, from 7:00 a.m. to 7:00 p.m. There will be no construction on weekends, outside daylight hours, or during statutory holidays.
Traffic, Pedestrian Access & Parking
- During the construction project, local traffic flow will be maintained throughout the construction project, where possible.
- Pedestrian access will be maintained at all times. Certain areas may be enclosed using modular safety fencing or barrels to ensure public safety while allowing safe passage.
- Emergency vehicle access for police, fire, and medical response will be maintained at all times.
Waste Collection and Deliveries
- If construction disrupts regular garbage or recycling pickup, the Contractor will transport bins to the ends of the construction zone for collection. To assist in returning bins to the correct properties:
- Please ensure bins are clearly labeled with your address.
- Have them placed outside by 7:00 a.m. on collection days.
- The Contractor will also coordinate access for private waste collection services, where applicable.
- The Contractor will work directly with affected properties to ensure uninterrupted access for mail and package deliveries throughout the project.
Temporary Water Services
This project requires the use of temporary water services on Adelaide Street. The water services will be connected above ground and may require crossings of driveways. The Contractor will do their best to install these so that there is minimal impact but there may be temporary mounding within driveways to protect the watermain.

Neighbourhood Consultation
Adelaide Street Neighbourhood Consultation
A Neighbourhood Information Centre for this project was held on September 25, 2024, which was attended by approximately 30 participants. The project team also received six online survey responses and four additional emails. All responses and emails included detailed comments.
After reviewing feedback from the Neighbourhood Information Centre, survey responses and emails, the detailed design will incorporate the following considerations:
- A cross-section matching the existing asphalt footprint of 6m.
- No sidewalk is proposed.
- A low profile, narrow curb and gutter to convey drainage to the storm sewer system and protect the road structure. Barrier curbs will not be used.
- Infiltrating storm sewers are proposed where adequate separation from the groundwater exists and will be designed for the representative level of hardscaped areas.
- Grading of the road will balance the preservation of vegetation, frost protection of the sewers and watermain, and mitigation of the low area near Huron Street.
- The Town will review the Lake Street/Adelaide Street intersection for consideration of a 4-way stop as part of the Transportation Master Plan updates in 2025.
The consultation plan for this project aligned with the Town’s Cottage Streets Study and Design Guidelines, and included an in-person/live streamed meeting, online survey and an opportunity to email the project team directly.
